The story is the last Qing Empress spent all the naval budget building this for herself, resulting in the Chinese navy being inadequate and being defeated by the Japanese in the first Sino-Japanese War

I recall you have to read the signs about the empire with a grain of salt, since in particular they were very down on female monarchs.
